Disney has absolutely no jurisdiction over the Tokyo parks whatsoever. They are 100% owned and operated by the Oriental Land Company, who makes all of the decisions themselves. Disney can't force them to do anything. They haven't made any of the "PC updates" on any of the attractions up through now, so the fact that they made this change is definitely unique.
This was 100% OLC's own decision. One that surprises me, admittedly, but this isn't something that can be directly blamed on Disney.
Also, this is the updated, 20 year old parade from TDL, not the 50 year old parade DL keeps running. Similar but different.
My problem is not on the change of wording, but the actual recording. It's too synthesized for Dreamlights. The original announcer spoke in a way that better fit the park and parade. The new voiceover sounds like whoever recorded it was a die-hard fan of the vocoder intro used for the Hercules Electrical Parade. For me, that's the part that's truly jarring.
