Norway and Morocco are not lit up because they have "places of worship" in them. In Norway it is the Stave Church. In Morocco, there is a Temple. As you walk in to Morocco, on the left is a large, empty room with lots of tile and little fountains in it. That is a place of worship. Photopass is not allowed in their to photograph it. That is why they are not lit up during illuminations.

By the way, I think Illuminations is 10 times better without the globe in it.
