OK, first of all, it really isn't better than nothing. It's just about as good as nothing. Tiki Room is a walk-on any time of the day. The purpose of EMH is to give Resort Guests more time in the parks, with shorter waits.
Secondly, I go in January every year. Maybe it's considered slow season, but as a CM, do you really believe all attractions are walk-ons? If you'd like, I'll be more than happy to post some pics of the waiting times encountered in slow season.
Tiki Room is walk-on all day, which means - OH! I can save that for last! Have more time to do Splash during the day while it's still running! OR! I can do Splash multiple times first in the beginning of the day, do all the walk-on/slow stuff then hit all the other E-tickets at night!

Not ALL attractions are walk-ons. Of course the most popular stuff isn't.
Anything more than 30-40 minutes though, if it isn't TSM? Definitely odd for that time of year. 30-40 for the most popular rides is extremely slow, like park is dead slow. The only exception to that rule is MLK Day (and this past January, which was just weird by our standards to have modest-sized crowds).
