I was told they pulled all new resort guest and day ticket park reservations for MK for the first half of July to push guests elsewhere. Of course, you could still hop to MK, but that’s still pretty limited. Hmmm…

Oh I know that. I didn't know if Epcot is measured diffently now with the new Park Pass System, COVID Recovery, etc.
I mean...I suspect both Epcot and MK will run out of passes daily once the announcement is made. But they intend to allow hopping and figure that into capacity increases.

Do they have a plan for people trying to get into MK with park hoppers if it's at capacity? Thinking of first day of fireworks, or 10/1. Is there a holding pen or something for people to queue up and be let in as people exit? Or do they just say that the park is at capacity and expect people to not hang around the entrance?

Perhaps there won't be any capacity concerns come early july

If necessary, they will send push notifications through the app.

Neither of those dates are likely to trigger phased closures.

So if Epcot Staffing isn't a problem on the 4th, might we see a quick little thing?

Is PAC tied to DCP?
Epcot staffing IS an issue, just like the MK. But also, neither Epcot nor DHS have requested live Show support yet, so my guess is that MK will be first to return to fireworks and the other parks will follow in late July (again, my guess here). PAC is not specifically tied to the DCP. PAC generally consists of a core (Main Street) team that handle it every day/night, plus others as needed (based on projected park attendance), taken from the overtime hotline, DCP, and sometimes other groups like attractions, guest services, and vacation planners.
