The Living Skies

Yup, The Living Skies does sound very similar to The Living Seas. I'd guess that any tentative project would be called this becaus WDI doesn't want the completed name coming out prematurely. Sort of like how the Haunted Hotel became the Twilight Zome Tower of Terror. Of course the Haunted Mansion already existed, but that wasn't the point.

For example, one of the newer attractions at Universal Studios was referred to as a "number" prior to opening or publicity. Can anyone guess what the attraction is, and what it was referred to during pre-production? Hint: The number actually appears in part of the attraction.

My guess is that nothing will actually be placed between the 2 areas - at least not for quite some time. For now we only have assumptions and rumors, which may actually lead to an attraction if the right people are listening.
