Something tells me staffing would not be an issue if Disney did decide to open a new park. Money speaks volumes to Disney. If they thought a new park was warranted and would be financially beneficial, they would find staff. They could outsource from contracted companies if needed. What would possibly make your first conclusion be that they are building a new park? Disney can't staff the property already; there's no way they could staff a whole new park with the 10,000+ people it takes to run it.
Oh and try not to be such a prude in your posts, it is very unbecoming!
