Suuuure... a dark building with room for storage. Why would we want something instead like a fabulous, intense, popular Mount Fuji ride that would attract thrill seekers to EP Japan pavillion ??? Let's sell more origami and oysters....

I believe the show building in question was originally intended for Meet the World, which would have been quite the contrast to The American Adventure next door.

I'm intrigued by this statement. Care to explain?
It was never built, unlike Japan who got a complete show building.

Germany had the load/unload area built but the show building area was left reserved building space. What was built was later converted to offices and more kitchen space.
