I believe they thought that Top of the World would have been way busier then it has been. Every time I have gone up there its like a ghost town. Maybe a few couples at the bar, even the terrace to watch the fireworks is never really crowded, except for a few times.

Of course they did, or they wouldn't have gone to the obvious expense of building it (the place really is beautiful). But this goes back to my point, TDO doesn't "get" its own market anymore. They thought Top of the World would be popular, they thought Ruth Chris and Cheesecake Factory would jump right into a club-less PI, they thought Comfort Inn and TGI Fridays would pay premium leases to build in Flamingo Crossing.

The problem with at least one of those mistakes is that they closed a guest-pleasing money-making-machine to try to pull it off.
