They probably won't close it immediately after they announce it right? How soon did other rides close after announcements like that?

I love HP, so I can never have enough! LOL I would say Ministry of Magic or a Fantastic Beasts is the best bet. The Yule Ball sounds like a cool idea. Somehow using the Great Hall and doing something with that on Islands would be great.
As for Dueling Dragons… probably good for them to tear that down and rework it. That coaster ha had such problems with serious injuries, it would be best to start from scratch with the same idea with better ride system. I know it's a fan favorite, but I would like to see it themed more properly. Or as with other posts from above… the Forbidden Forest sounds like a cool concept.

Was never as good a coaster since they had to remove the near miss aspect . I understand the reasons but it still sucked.

Well, the Dragon Challenge thing would be a wash since that land is already dedicated to Harry Potter and would anyone really complain about Fear Factor leaving for the Ministry of Magic? I did have an idea once of the London area being more generic than solely Harry Potter and putting James Bond in that spot as either a ride or a stunt/special effects show.
