technicAlly Frozen is different because it updated an attraction that needed it, whether it should have been Frozen or not. Universal did this with Back to the future the ride and the Simpsons (though I wish they just updated the former like they did with Star Tours). Things need updates, but to retheme a ride that doesn't need it is just ludicrous.

Maelstrom didn't "need" a reboot, as it had long wait times and was a Tier 1 FP, whatever that's worth. Frozen doesn't belong in WS. But that's another argument...
Epcot NEEDS MORE RIDES, not refreshes of existing ones.
And how exactly does GOTG fit into the Hollywoodland theme at DCA?

No Maelstrom actually did need a refurb. Disney asked Norway to pay for it and they said no, so Disney chose Frozen.

All rides need updates. There are priorities yes, and Future World needed it more, but you can't deny that Maelstrom needed it. Norway didn'5 want to pay for part of it. And About GOTG I am very much against it taking over tot, I think it would be an okay fit, but it seems that starting from that point they would change it to like the beginning of Marvel, so I could see it fitting that way. I was just saying that A great attraction doesn't need a complete just updates.
