So... what we've been seeing for the past few months is that "the tipping point" is being reached on weekends, during which, there are more people signing up for the VQ, than there are spots for them during the day. The VQ in the morning fills up in seconds, and the afternoon, in minutes.

Unlike during the weekdays in which you get several minutes in the morning (and not seconds) and several hours in the afternoon (and not minutes) to sign up.

I was just at WDW this past week, and that was totally my experience. In fact, it was odd that when I entered EPCOT this past Wednesday at 5 PM, both the VQ and the ILL was still open! And the return time for the ILL was immediate.

But on the weekend, the return time for the VQ and ILL was much later in the day. And I never got a call back for the afternoon VQ because they were backed up.

That was my experience too earlier this month (last week of Sept/first week Oct). During the week the ILL was pretty much an immediate return time, but on the weekends the return times would be hours away or sold out already. VQ also lasted much longer on weekdays.

Wednesdays also historically had the longest available VQ windows. It's had the most days when the afternoon 1pm drop lasted until park close!

Also I would've just grabbed a morning VQ spot then switched my park reservation to whatever your true first park would be. The BG pass doesn't get invalidated or anything, and it's usable any time of the day once called, perfect for once your hop over to Epcot.
Obviously this neat trick/hack won't last for long with park reservations going the wayside soon.
