I believe that the primary reason they're keeping the virtual queue on Guardians is because so many people hop to EPCOT. That forces those people hopping to EPCOT to pay for the Individual Lightning Lane. That probably means it will stay in place at least until a decision is made on the evolution of Genie+ or January 9th when park hopping and reservation restrictions drop.
