I don't think line cutting should be tolerated but I don't agree with the OP that Disney doesn't do anything about it because I witnessed it myself. A few years ago now, my hubby and I were at The Little Mermaid ride at Disney World. We got to the beginning of the line and started through the maze to get to the inside, if you know what I'm talking about and it can go on for a bit. However, luckily it was not backed up, so we were able to make it inside without having to wait, but just before we got to the building, two people came from the side area and blatantly cut right in front of us and hurried on in. I looked at the area to my left where the people had come from and it seemed at first like it might be the fastpass line but then I realized it wasn't as the fast pass lane on the inside was in a different area and was contained and had nothing to do with where the people came from. Also this area had a chain to block, obviously meaning for no one to go through but these two just unhooked it and then hooked it back and went on through, cutting. I was upset and decided to alert a CM. So as me and hubby are now making our way through the inside to get to the ride and with the cutters also in front and making their way as well, we all got to the ride. I stopped and told the CM, that was guiding everybody to the "conveyor belt" to get on the ride, what had happened and they just looked over at the cutters, who are now about to get on the ride, and the CM just shook their head and looked at us and said, "Yeah people do that." Like oh, well. Nothing we could do about it.
Now I'm mad. This CM obviously didn't care enough about their job to understand that this was more than just the two cutters. There was obviously a section of the outside maze that was blocked and yet these people had found a way to get there and then bypass the barrier when no one was looking, like they owned the place, knowing full well what they were doing. This is a prime example of the type of cutting that is what they say is supposed to get you banned at Disney. So while riding the ride I got even more upset. After we got off and also seeing the cutters get off as well and they continue to make their way through the park with no care in the world, I decided to inquire about things. So while hubby and I were walking though the park a little bit we ended up seeing another CM. Told them what we witnessed and they got a little upset and said yeah that's not to be tolerated and that cutters should be identified and that next time we need to let the nearest CM know while getting on a ride and so forth. "Oh we did and they didn't care and didn't do anything about it apparently" is what we told the CM and then they really got upset and they ended up explaining some things to us. According to this CM the first thing that should have happened was that the CM we reported the cutting to could immediately get a manager or security to get to the end of the ride so when the cutters are leaving, they are there waiting and can catch them and escort them out of the park, possibly getting banned. Then the CM would have asked us to please wait before getting on the ride so another manager/security could come up and we could show them where it happened so they would know and monitor the situation for awhile. And then we'd be allowed back to get on the ride and probably given a fast pass or something to help appease the customer for having to get out of line and back in and so forth and helping them. You know. Well I then told the CM that yeah we did tell this CM what happened and they didn't do any sort of the thing and no there was no security or anybody waiting at the end and that we saw the cutters get off the ride and exit just like we did at the end and they obviously got away with it.
So the CM said to me, "Did you get the CM's name?" And guess what? I had. I had definitely remembered looking at the tag because once I realized nothing was going to try to even be done about the situation, I knew I needed to get the CM's name and I did. So this other one said, "Well I'm going to report this because yeah, that CM handled it completely wrong and this is one of the few times they could have caught a cutter, since people witnessed it and we would have been able to show management where and how and so forth." And then they thanked us and said Sorry for everything and they did ask did we want to speak to management so we could tell them everything and they could get us a fast pass or something but I told the CM that no it wasn't necessary and that if they reported it, that would be fine. And the CM said "Okay and that yes they definitely were telling their supervisor ASAP and that's why they wanted the other CM's name so they could be dealt with. I'd assume getting fired but it might have been a write-up and some retraining.
I didn't mean for this to be so long, it's just that I'm warning anybody who thinks they can cut at Disney World or Disneyland, they might want to refrain because I got some info on how management handles it, if and when they can catch a line cutter. They apparently don't mess around with that. It's just that I got a bad CM that didn't care to do anything about it in the beginning, which was unfortunate. So if anybody out there is thinking about doing it, I wouldn't. Plus it's just bad manners all around. My two cents on the subject.
