OK, wouldn't any sane, rational person immediately call Bell services if FOURTEEN pieces of strange luggage were delivered to their room?
Also, if any odd luggage arrived in my room, I would be a teensy bit worried about questionable terrorist activity. Not the way I ever used to think, but times have changed.
And I agree with pp, the toothbrush became an issue only AFTER CM went to retrieve luggage. Situation with cray cray guest was already escalated through no fault of Disney. These folks simply wanted to hold luggage hostage to score something more valuable than a toothbrush!
There is no defense for this irrational behavior!

I'm sure the crazies would have given the luggage back to Disney after they searched each and every piece thoroughly for any Hello Kitty tooth brushes, Bad Badtz Maru tooth paste, or Keroppi dental floss which may have been contained within.

These kinds of searches can't be rushed. 14 pieces of a stranger's luggage is a LOT to search through.
