Honestly this is around the time the same problems started at DL, which they are still dealing with. (See current Adventureland entrance situation)

Its a little better at MK because the Utilidors areas are easier to get to the infrastructure, but the other areas are not, and I'm sure those areas are still not equipped to deal with the volume of use.
