If there are plans to put projections to illuminate SM, I would think it could be on the base instead...

I'm talking about the type projections they are using on the DL SM for Halloween. Those have to be placed a ways from the target because they require a very wide angle. Similar to the distance the projector is from the movie screen in a movie theater. The skyway building is a good distance and the proper angle to be a possibility for such a system. Those projections would be visible from TL and the CR.

As others have mentioned, what is now above the restrooms used to be the floor of the skyway storage area above. Even though it's probably concrete, it most likely isn't insulated, graded or sealed enough to act as a roof to the bathrooms.

Most likely they are building some kind of weatherproof roof on top of the former floor. Any wood structures visible up there could just be forms in preparation to a concrete pour.
