The land was never de-annexed, Disney controls all of Flamingo Crossings and it is under the jurisdiction of CFTOD/Reedy Creek.
I thought it was de-annexed.

May be pay walled. Orlando Sentinel article is paywalled.

Looking like getting more college program CMs working, Disney paying entry level rate and CMs also paying Disney rent , will help staffing issues and put them in the shifts no one else wants to work.

It wouldn’t need to be de-annexed just because of CP housing since it’s not “permanent” housing. According to the Orange County Property Appraiser Disney put all the land in that area under an LLC called “Flamingo Crossings LLC” and is controlled by The Walt Disney Company in a similar way that Disney still owns all the land along Hotel Plaza BLVD just not the buildings / businesses. The Flamingo area was unincorporated and too far south for services to be provided by the city of Winter Garden, for example if you call 911 from anywhere in that area it will go to Reedy Creek Emergency Services.

Don't see this lasting too long. Do they really think CP's will pay $9 for a single scoop cone? Maybe once.

This is like a upscale soft serve place that opened near me when I lived in Durham. We went once, spent like $40 on 3 make it your self sundaes and never went back. It closed within 4 months.
Disney cast members get discounts at all Flamingo merchant services ;)

With what Disney pays and the current economy, it had better be a large discount. There is a decent Ice Cream place in my area that serves home made Ice Cream and a cone is about $4 for a single, $6 for a triple. Those are the post covid prices.

Better off buying a 1/2 gallon of ice cream for around $6 at nearby Target and eating it at your residence.

The area south of Western Way is no longer part of RCID/CFTOD.

Disney’s Flamingo Crossings Town Center is getting an Italian restaurant from a restaurateur already familiar to fans of Walt Disney World.

Valenti is the former longtime CEO of Patina Restaurant Group and Restaurant Associates where he collaborated on a dozen restaurants at Walt Disney World and Disneyland.

Delaware North, which acquired Patina in 2014, lists Epcot’s Via Napoli Ristorante e Pizzeria and Tutto Italia Ristorante as some of its restaurants. Valenti said he left the company about two years ago.

Valenti is still a partner in Vivoli il Gelato at Disney Springs.

Simply Capri’s menu will include Neapolitan pizza as well as fish and pasta, Valenti said.

“We want to sort of provide our guests with a brief visit to the Amalfi Coast,” Valenti said. “That’s the objective both in terms of the style of the restaurant, the style and quality of the food. It’s meant to be relaxed. It’s not rushed.”

The restaurant will be about 3,500 square feet, with about another 1,000 to 1,200 square feet for outdoor seating, Valenti said. An outdoor bar is planned, and the business will employ about 50 to 60 people.

Valenti is also planning to open another restaurant across the street in Flamingo Crossings. He said he’s going to call it Flatlands Bar and Grill and it could open by the end of the year.

He sees his restaurants at Flamingo Crossings continuing a great partnership with Disney.

“It’s a Disney development so therefore it has Disney quality,” Valenti said.

Yikes, that didn't last long.
Mediocre inconsistent beer and bad service aren’t a recipe for longevity. Especially when you have the much better Home State Brewing 10 minutes down the road if you want a good local brewery with good service; or Disney Springs 10 minutes away if you just want a good selection of beers with good service.

Too many people in this thread seem to be thinking of some of these restaurants as catering to the CPs, when that's not who I expect most of the owners (outside the fast fast food locations) are thinking about. They know selling $20 desserts to college interns working 50 hours a week for lower wages isn't a winning recipe, but selling those desserts to all the owners and renters of the never-ending development in just this small area of Horizon West probably is. Go check what the final prices on the new homes recently sold or about to start selling within a 5mi. radius are. Not the advertised floor plan price, the finished, optioned out price (add 10-30% to the floor plan price for most people, not always including lot premiums, which for a community behind me was nearly as expensive as the lowest price floor plans!). I think White Rabbit will be just fine.
