We were there on Halloween last year and waited about 15 mins to meet Anna & Elsa. We were walking by and happened to notice a 20 mins wait time so we jumped at the opportunity. The trick is to go on a special ticket event night during the parade/fireworks. During the day we never saw a wait time that was less than 120 minutes (including first thing in the morning).
