I don't think that the volume of guests that would take excessive advantage of any rumored new perk would be so large that WDI couldn't juggle the system to ensure that hoi polloi aren't left in the lurch waiting in the standby lane watching Mr. Big and his family waltz in with a fistful of fast passes.
- What percentage of the traffic through the park gates each day is staying in a Deluxe resort?
- Of that percentage, how many currently use the Fast-Pass system?
- Of that percentage, how many would use it more than they currently do?

It stands to reason that people save up for one huge trip every number of years...so they can stay at a Deluxe and experience Disney to its fullest....so they can really take advantage of their not so regular visit to do more things....and thus spend more money....
