With the current system, you can still time things such that you stay busy seeing new things, and don't spend your entire life in the standby lane.
However, if your goal is to ride ToT or RNRC as many times as possible without passing out, then I can see how this rumored change to the fast pass distribution would appear to put those staying off property or at value resorts at a disadvantage.
