What basis are you making that statement on? Unless you work in Disney transportation, you really don't know what the extent of the work is. Disney isn't about to sacrifice the satisfaction of guests staying at three of their top tier resorts to do this project. Damage control over 2 hours once a week when crowds are lower is a lot easier to handle than a month of shut down would be.
I know that there bus system has almost 300 buses. With 300 buses you can do a lot in the off season. From what I've heard the monorails and monorail beams are falling apart, literally. This is a bigger issue than people and Disney are making it out be. I've heard this from multiple reliable sources. I hope it's not a huge issue that will take forever to fix, but unfortunately it sounds like it is.
