OK...here's a wild stab in the dark...

Before the Epcot resorts were built was there a parking lot back there and, therefore, trams which used this area to load/unload guests?

That's about as close as you can get. When Boardwalk was under construction they had a tram that ran from the Swan/Dolphin along that side of the lake to the International Gateway. That area was the load/unload for that very tram.
