Isn't the problem really only for the evening EMH?
In the mornings they check resort ID's before getting in, so everyone in the park is in fact a WDW resort guest.
It used to be that EMH was only in the mornings.
The evening EMH are where it's hard to separate the wheat from the chaff since both types are already in the park.
Could they possibly close the park for 30 minutes, scoot everyone out, and then allow the resort guests to reenter?
Sounds good on paper but may not work in actual practice.
