I just saw on the news down here yesterday or today they are proposing a new law basically saying you must be do the speed limit in the left lane or you can be pulled over issued a ticket and given 4 points on your license. there theroy is it will reduce road rage if people aren't driveing to slow in the fast lane.
The only problem that I could see with that is the wording, and the enforcement. Most people would read that as "As long as I am doing the speed limit in the left lane, I'm ok." NOT the way it is implied, "If you are in the left lane, you must be doing the speed limit
or more." If the FHP and I guess the OCSD (?) enforce that law, to keep traffic moving and reduce road rage, then it might work.
Unfortunately, there are TONS of laws on the books that are not enforced. And then MORE laws are created to enforce "new" problems (cell phones, applying makup, shaving, reading, etc), which I'll bet that if the original laws were enforced, it would eliminate 90+ % of the "new" problems on the road today.
Unfortunately, many people feel that if they got a ticket for "obstruction" or "careless driving," they say that "the (old) law doesn't mean cell phones!" So, then the state or local legislature has to enact a new law that specifically bans certain things (like cell phones).
Here in NJ, our wonderful

(acting) governor wants to create a law that a police officer can issue a ticket to someone who is smoking in a car with a minor. Now, I do see a valid point - that second hand smoke is bad for children (and even adults), but to create a law against it? :veryconfu My point is that if we "force" police to police the public in that way - cell phones, smoking in cars, etc. people will complain loudly about "where are the cops?" when home robberies start going up. "Where are cops?" "They are busy writing tickets for people using a cell phone, driving under the speed limit in the left lane, and smoking in their car with their child in the back seat."
I'm NOT saying that using a cell phone, or driving at 40 mph in the left lane, etc should be allowed, but I would rather see a more common sense and more training and education approach to driving.
