That wasn't done on the fly - they've always had that option in case the dragon wasn't working and had to be left out.

The fire affect needs to be there. It wows the crowd. They just need to fix the issue and make things a little more able to control if it were to happen again

Looks like, but probably some petroleum based hydraulic fluid in there, the wires are all covered in plastic that burns, tubing burns, some residual fuel perhaps, even though I'm sure the saftey valve was shut by the operator when this first occured.
