I actually did a quick search and you may be right. It seems some phones are set to first hit the cellular network, and then switch over to the Wi-Fi network. Thinking about it, the reason the poster may be getting charged by AT&T could also be that they only experienced AT&T Wi-FI hotspots which are free at some places (like Starbucks) but are not for non-AT&T customers. Maybe the poster only ever say upcharge AT&T Wi-Fi networks?"Were you using your phone for any other purposes other than WiFi that may have incurred a charge?"
Well maybe I was a little off...
