Or... if you dont like the free transportation options we offer... you are free to use other options like minnie vans or your own options.

Disney isn’t obliged to fit every variation. They offer a complimentary service, you are free to use or not.

But wait until people claim the skyliner requites ada alternatives and they want free minnie vans
If they can fill those rooms at inflated gondola prices without offering alternatives, then I guess they won't offer "free" alternatives.

But without them, expect people who are a bit claustrophobic and prone to panic attacks to use the gondolas and need rescue in a prolonged outage.

One thing that's common sense 101, in an accident, NEVER admit fault, but apologizing, that's ok.
Common sense, maybe, but get corporations/lawyers involved and all that goes out the window. Is apologizing the right thing to do? Absolutely. Unfortunately though, in this day and age, some will do anything to avoid having to pay, even if it would be the morally right thing to do.

I'd bet money they put some kind of dye bomb on the emergency kits to discourage tampering/theft. Can't make them difficult to actually open in an emergency, but they clearly need some way to discourage people from looting the kits during normal operation.

They've got to address that. To not have emergency supplies available would be very, VERY bad.

And if the guest complains enough, Disney will give them replacement clothes.
There's a reason I said "discourage" and not "prevent", and it's probably reasonable to provide some form of compensation to guests who got dyed when opening the kits for legitimate reasons. I would hope that security would be called on anyone who steps out of a gondola covered in dye otherwise, but the threat of dyed clothes alone would deter the vast majority of potential looters. As my father-in-law is fond of saying, "locks keep honest people honest." :)

Not an IT person ---can the kits be secured in some sort holder that you must use your MB to release thus having a way to identify who did it
I don't think there's a power source onboard that would power the RFID reader and wireless transmitter that would be needed. The expense of adding that system would likely be prohibitive, especially if a lower-cost (and/or lower-tech, and therefore more reliable) solution is viable.

Not everyone that rides will have a magic band or even a hard ticket for that matter. The only way I can think of is to have it in a digital lock box, and having to call the emergency line to get the code.

A better investment would be to just make it easier to know a kit has been tampered with so CMs can ID and respond quickly to ensure the kits are always on full ready.

A seal that when broken that trips an alarm circuit and light that is visible from the doorway.

This way a low voltage, very very low power system could monitor the cases and allow quick identification next time a cabin flows into a system.

I stand corrected, but is the power output great enough to power the additional equipment needed for MagicBand functionality, or were they sized to only meet the current (pun intended) need?

I would think they could power some sort of lock system, but as others have said Magic Bands would not work because you can't be sure the people on the car will have one.

The last thing anyone would want is an emergency kit that relies on MagicBands working 🤣

Product exists. Disney give me a call, I'll sell you 300 of them.
