Different corporate culture. It's a bit of a grey area, and in that case Disney is typically very proactive and errs towards the most cautious interpretation. Universal generally will be reactive and will wait to be challenged.The connection between the TSA rules and the Disney transport rules has been brought up before, but it doesn't explain why Universal doesn't require masks on it's transpiration, unless it's a case of Disney just following the TSA rules voluntarily.
Disney came under NTSB jurisdiction following the monorail accident in 2009. It was the first time NSTB had exercised jurisdiction over WDW transportation systems. They cannot mandate K95. They don't exist for children/small faces. These parks are at capacity and no further reservations being taken immediately afterwards. Coincidence? I dunno. Presidents’ Day crowds? Maybe. But capacity crowds don’t sound much more fun than having to wear something over your mouth and nose. Be careful what you wish for, I guess:

So….masks come off February 17. These parks are at capacity and no further reservations being taken immediately afterwards. Coincidence? I dunno. Presidents’ Day crowds? Maybe.
