Some people will gripe about the WDW mask policy, and then they will still go to Disney instead of Universal.

See also: Disney resort prices, loss of extra magic hours, reduced quality of food, loss of Magical Express, reservation systems, lack of Fastpass, lack of park hopping, too many festivals, no new attractions, etc. etc.

I agree but if public health and covid transmission is the number one concern then why only mask indoors?

I thought businesses could still do what they want there? Maybe not
Business can put mask mandates in place, but they are barred by law from requiring proof of vaccine. This has been vexxing the cruise industry for months. They want everyone to show proof of vaccination to board but the governor will impose massive fines on them if they do

Honestly, this just reinforces the impression that Disney is the gold/world-class standard for theme parks in Orlando and Universal is the slightly more downmarket alternative.
If we’re being honest, that disappeared when they went with the unchecked honor system about a month ago. So did a lot of businesses. They took the easy way out in the name of hoping for a quick increase in revenue to rebound. It has now backfired for all of us.

So the vaccinated don’t need masks

Disney can't in parks but in regards to cruising unvaccinated passengers cruising on Royal Carribean and Carnival are being charged more to travel ( mandatory travel insurance and pay for cruise line covid test ) prior to boarding. I'd expect Disney Cruise Line to follow with similar charges that unvax passengers need to pay.

Nope. They are going to follow the CDC guidelines even though the word "require" or "mandate" was not part of the CDC guidance. I wish Disney only strongly encouraged it for our trip next week as that would have been following the guidelines. Mandates and requirements were not part of the statements - the word was recommend. Somehow the word recommend = require/mandate in 2021.

Even so, since under 12 can't get it and a small minority can't get it, it doesn't make sense to deny entry. I would be on board with checking vaccination cards and issuing a wristband for those who are vaccinated (I'd gladly just keep my mask on since I'm not) but that's likely not feasible either.
