Look at how the DCL is getting around this though:it is against the law for a business to demand proof of vaccination of services to customers.
"For Cruises departing from Florida through December 31, 2021, Guests 12 and older must provide proof of a valid travel insurance policy that has a minimum of $10,000 per person in medical expense coverage and $30,000 coverage for emergency medical evacuation and no COVID-19 exclusions. Guests who are fully vaccinated may choose to provide proof of vaccination in order to be exempt from travel insurance requirements and pre-trip and embarkation testing requirements"
I imagine private businesses can make whatever rules they want no matter how crazy and then provide an exemption if you choose to show proof of being fully vaccinated.
Disney World could say all guests must quarantine on Journey into Imagination with Figment for 3 straight hours before being allowed into the rest of the resort. Guests who are fully vaccinated may choose to provide proof of vaccination in order to be exempt from this Quarantine.
It isn't technically demanding proof of vaccination, but they can make you jump through a lot of hoops if you choose no to show them proof.
