I know but partly because of the fact that Disney announces around 10 years earlier and then the other part is that there's always a year or two delay

Also because Disney executives prefer to stretch out construction in order to keep quarterly expenses down, instead of paying for more workers and overtime in shorter periods. Looks better on a budget sheet.

Frozen doesn't make sense in a world showcase. Look if it were a movie without a snow queen and with real Norwegian culture I would have no problems with it. If a ratatouille ride would enter WS where you learn about the French kitchen, no problem. A dark ride about Mulan, no problem when it will just teach us something. These are more realistic movies that at least show culture
I don't object to the educational bent you want... butI do object to Disney using Disney creations to convey that message. I feel that Disney's own images clutter the cultural angle that WS should have. If they're going to go about cultural exhibition the right way, they should do it without using their films.

isnt this a bit stupid? building fast = get done first, start exploiting it quickly
built it slow = costs and overruns, people tend to wait until something new is released..

so that means LESS MONEY.

Are there any rumors as to what the frozen ride will be, and what it will be called? And what is the (new?) 13,000 square foot structure between Norway and Mexico for?

Im surprised no information is available yet. I havent been to epcot since late september, are there any construction walls up anywhere in norway?
I'm not sure of this, but, I don't believe that walls are necessary in this project. All they had to do was close the original doors to the ride and all the rest is backstage.

Sorry through, I thought it was through and then I changed it to threw.
