While I have conflicted thoughts on this development, I have thought since first reading about this that Niagara Falls would be a perfect location...
12-14 million visitors from all over the world visit Niagara Falls (USA...I'm not sure about the numbers for Canada). Niagara Falls, USA is woefully underdeveloped, especially compared to Niagara Falls, Canada, which has Clifton Hill, a nighttime entertainment area, as well as two casinos. Putting location-based entertainment in Niagara Falls could easily bring in millions of people per year (and perhaps could even draw more people to the area), and help encourage tourists to spend more money in Niagara Falls, USA (particularly since there may be even more hassle in going across the US/Canada border, leading to tourists hesitant to cross into Canada and more than willing to spend their money in the US). It is less than two hours from Toronto (the 5th largest city in North America), six hours from NYC, and a little over 3 hours from Cleveland and Detroit. It really is centrally located compared to other major cities in the NE, in addition to the automatic tourist numbers.
Honestly, I think it's a no-brainer, but that's just me
