The picture above looks like they are black light LEDs perhaps to enhance what is otherwise a super dark ride.

This can be easily demonstrated by pointing a remote control at your cell phone camera and pressing a button on the remote. You can't see it with your eyes but a pink/purple dot will appear on your screen.Not all.
LED Emitters with a red glow/light are near-infrared, still on the visible light spectrum but quite close to the infrared wavelengths. True infrared can be seen by cameras (that are lacking an IR filter), but not by human eyes (in the vast majority of cases).

But also, I guess Pointless. As you could just do that with normal rigged lighting.

There is nothing you could do with IR goggles that show lighting couldn't accomplish. And with a dark ride like Dinosaur, where there are large sections of tight, undecorated hallway, you do not want guests seeing in the dark.You sounded just like Bob Iger then.
