Until he actually, you know, does it, I don't see what action they could've taken. I'm pretty sure those movies about convicting people for crimes they may commit someday in the future are fiction.

Yes, and it seems so simple. All they have to do is ask people when they get to the gate whether or not they are flaming perverts and if they say yes, send them packing. Or... how would they know? Magic Bands cannot detect everything.

And how would they know? Until someone does something to get a criminal record there is absolutely no way to identify them. I did psychological assessments for the courts for decades. If someone can identify them by look then let us know because there is nothing that distinguishes them from the average person until they act.
Even if someone has a criminal record, how would WDW know? Background checks on all guests?

True. In Canada there are circumstances under which the information can be made known on watch lists. Don't know about US. But point remains that Disney didn't have a way of preventing this person from entering.
Yes, exactly. There are watch lists in the US where convicted Pedophiles can't live near schools, give out Halloween candy, have unsupervised contact with children, work in certain professions, etc. But there is no way that WDW would be able to check every visitor walking through the gates to make sure he/she is not on that list.
