Probably not. If it did, it would be used for this engagement.

The parade will be led by the original Main Street Electrical Parade opening float, the classic drum unit that inspired one of the floats in the Paint the Night parade. Making the return to Disneyland are the 16-foot-tall Elliot from Pete's Dragon, the Cinderella's clock tower unit, and the "To Honor America" patriotic finale float.
The Peter Pan, Snow White, Pinocchio, and Alice in Wonderland units last seen at Disney California Adventure will all return to Disneyland. The Tinker Bell hot air balloon float will not be in this version of the parade, but Tinker Bell will appear on the Peter Pan unit.
The Blue Fairy float and Dumbo Circus units will not be presented in this version of the parade."
Looks like MSEP will be having a total of 10 (13 counting the floats for the Cinderella) floats as a result.LOL. Just LOL.
Maybe they want to finally remove the Disney Fairies involvement with the parade. Since the Tinker Bell opening float was based on the Disney Fairies franchise.I wonder why the Tinkerbelle unit won't appear? Just to make it more like the original? It was in the tent with all the other floats.

So the Drum float will be the first float to be spotted in the parade. It just isn't the same without you first seeing the Blue Fairy arriving.SAME, obvi
Oh they will be keeping the current score burrowed from Dreamlights.I can get Dumbo, but I don't see why they'd leave out a fairy leading float? Isn't the supposed premise of the parade that a fairy's magic leads the way? I don't necessarily see anything in that press release dismissing a blue fairy return however... But regardless I'm glad about the updated drum, and I get a sense from the wording that maybe we'll see the original score? Who knows.. Can't wait!

But they missed an opportunity for bringing back the Dumbo section since they made a new soundtrack for the floats.

That's still a strange move for TDA since they usually preserve there older floats (Such as having the Pinocchio units and the other half of the Snow White section backstage for over 14 years until 2010). Unlike WDW where the scrapped the entire parade for there former nighttime parade Spectromagic.I would assume the blue fairy and dumbo unit no longer exists.

The Blue Fairy float was also scrapped around that time, but obviously wasn't reused for the Electrical Parade. Given the dimensions of it, I wouldn't be surprised if it were reborn as one of the drum floats in Soundsational when it debuted a couple years later [Edit: Some of the drum floats are built on leftover chassis from the Celebrate! A Street Party "balloon" floats, the Blue Fairy may or may not be in there too]
Disney has a knack for reusing things like that. Much of Block Party Bash was built on the chassis left over from Eureka!, and I've heard that some of the old Eureka! floats even made their way into Paint the Night

And wasn't the tinker bell float all New before it left as well. Seems that every time it left Anaheim it returned smaller.

Yeah but the Blue Fairy is pretty iconic for MSEP prior to 2010.No Dumbo? Expected. No big loss.
No Blue Fairy? Ok...I can live with that. I have since it came to WDW in 2010.
No Tink? Now we're in dangerous territory.
But to ditch those things and still have the DreamLights version of the music? UGH!!!!!!!!
