Fun thing about a parade that's just spent 6 years in Florida: it's waterproof. It ran in the rain on a fairly regular basis in MK; in fact, its final MK performance was during a light drizzle.
Here's a video from summer 2015 during heavier rain; some elements are missing or modified (most notably no microphones for Alice and Pete, reduced choreography for finale dancers), but by and large the parade was presented in its entirety
Whether the delicate flowers in southern California are willing to perform and/or watch the parade in the rain is a different matter. Dealing with common-to-everybody-else weather may just be too much of a burden for them. All this handwringing just seems silly to me. The show must go on, right?

Best time to go to Disneyland is in the rain. You haven't lived until you do the astro orbitor or Big Thunder in heavy rain.
