I don't know what snopes said, but in FL (and many other states) only a Medical Doctor can pronounce someone dead. It may be obvious to even a lay person that someone IS dead, but they are not officially dead until pronounced dead. Cause of death can be determined later, within a proscribed window of time, and may involve further investigation.
So, unless there is a doctor, licensed in FL, who is willing to take on the responsibility of saying that someone is not viable, with the probability that he/she will be called as a witness in a lawsuit and will have to defend his/her professional opinion, there will be no one pronounced dead in public areas of WDW or DL. Most physicians will step away and let the paramedics handle the situation if there is an incident.
It the police are involved, and they feel someone is dead, the ME/coroner would be called to the site, and the death will be pronounced there. All of that "don't move the body until the ME arrives" stuff.
But if the paramedics start transporting someone, they are presumed to be alive until arrival at the hospital, even if they are not. They will be pronounced DOA when they arrive.
