It makes sense to announce the Brazil pavilion for WS but then again, I don't think anyone's heard any updates about that one coming back. Though everything I heard it was pretty much completed so it wouldn't take "much" to break ground (for real this time).

I’ll be real, Brazil always felt like a bizarre pavilion choice when you have things like Greece, Egypt, India, and Australia waiting in the wings.
Maybe but when it's a major guest country it makes sense ( plus "wow, Disney made a pavilion of my country!"). It is/was a very real pavilion that's had all the design work completed and was halted at last second. I believe a few areas behind the train garden (backstage) were staked/marked for utilities in prep for groundbreaking.

It would've made the Mexico pavilion awkward for a bit though.

I'd be fully on board with a Doctor Strange and Shang-Chi takeover of Animation Courtyard, I'd sacrifice Muppets for the cause.

I'd be surprised if they had any plans to use Shang-Chi. Feels like that movie came and went without making a major impact, and although there's been mention of a sequel in development, it keeps getting pushed back.

Regardless, from a big picture perspective, I'm okay with them removing Muppets for Monsters Inc. (even though Muppetvision looks a lot more interesting to me than the Door Coaster, which seems kind of bland) as long as they also announce something is immediately going in at AC.

If they simply do a Muppets/Monsters swap and leave AC untouched, they're making DHS worse.

DHS needs more things to actually do, not replacements. If whatever they have planned doesn't +1 the attraction list, it's a crap move.
Theoretically...

RRC retheme: 0 net
Cars --> Villains: 0 net (but huge quality & realized capacity boost)
Animation Courtyard --> Mystery Land: +2 net (assuming follows current attraction quantity for new lands)
Muppets --> Monsters: 0 net (realized capacity boost, and increased impact of offering)

So all in all, there's a net gain of 2 attractions, but that undersells the impact and how it would transform the park.

Overall net would likely be closer to +3 in terms of realized capacity.

I enjoy muppets, but given an existing attraction, I'm not sure there are many I'd give up for Muppets.

Circling back to Fiege being at D23 Brazil, I wonder if it's to announce an Expansion for Avengers Campus at DCA in addition to an opening timeline for Infinity Defense and Stark Flight Lab. Since no production appears to be on the horizon for the Hyperion ever again, Perhaps it will go for a 5th Avengers Campus attraction assuming Avatar only takes over the backlot portion of HL.
