I was just listening to Subsonicradio and the Great Movie Ride area music came up and I could clearly hear music from HP. I figured that would be a big no no with HP IP just down the street!

ABC, a Disney Company, owns the rights to the films.
The television rights for the Harry Potter films are currently held by Disney-owned ABC Family. Theme park "rivalries" do not drive concerns in a business where the different studios often do business together.
But, the films, Merchandise and anything else is owned through Warner Bros.& JK Rowling.....You have no idea how much madness it was if you worked at a WB Studio Store when the First movie & Goblet of Fire Book was being released....I should know....

... and a lot of people get ABC Family via Comcast who owns Universal. The media business is a huge tangled web of licensing deals.

Moreover, the rights to use John Williams' score to the Potter movies is almost certainly handled through an ASCAP blanket license.
This is why you often hear Potter and Jurassic Park movies incorporated into the DHS area and special event loops.
For that matter, some of Goldsmith's music for the Wrath of Khan has always been part of the "epic" loop at the Indiana Jones stunt show, despite Paramount having Star Trek attractions for most of the Indy show's existence.

pretty sure they've been playing HP even before it opened at universal. I've heard the superman theme often too at HS.
