Ok, first, yes, it is easy to run in durring the off season. But Disney institued this policy for two reasons:

1.) Cancelations- AKL did this to prevent people for looking at the animals. Now it is to get it for friends, and if they don't want them, to cancel.

2.) To prevent the firends or others from mass buying PS. Don't belive me? Follow this link here. http://cgi.ebay.com/ws/eBayISAPI.dll?ViewItem&item=1349663003. Yes, what you see is real. The person did do that.

That's all good, but I did it during the"Magical" Season in July. In fact, I was able to have lunch there one day as well due to "numerous" cancellations. I'm glad that this new policy is being developed. Like I mentioned, as a Disney Store CM, we hear a lot of guests trip reports, and it's always a bummer when we get told that they couldn't eat in the castle. When I was younger, it was always fun to sit in the big throne in the lobby until my name was called.
