If you look at Yesterland's "Two Myths of WS" article, you'll see there's a little space behind the pavilion as it is, plus an "unused" plot to the east reserved for a future nation. But both France and Norway recently annexed spans previously reserved for other nations, so there's still some hypothetical possibility here.
Behind Morocco? Was for a phase two expanded dinner show rear projection set up.

Anyway, a year ago. Lest we forget.

Morocco is a tiny country on the coast of NA with less than 40M people. Why in the world if Disney wanted to create an IP based on a single country, would they ever decide to do Morocco?
Tiny? It’s larger (often by a lot) than all the European countries represented at World Showcase and it also outsizes Japan. That’s not to say Disney should create a Moroccan IP, but it’s hardly the obscure or farfetched choice you’re making it seem.

You are putting Morocco up against Mexico? China? France or Great Britain in terms of markets and/or social influence such as to warrant a character IP based directly on that culture? That's the point on the inane idea that Disney should create and IP character (and to be clear i am not advocating that they should be doing so for any country, though if they do/did Mulan and China is a much better marketing thought than Morocco) that picking Morocco as the country to develop one makes no sense.

I’m not putting it up against anywhere! I’m just disputing the notion that it’s some tiny, unimportant place.

They do in fact make and sell rugs in Morocco.....It doesn't necessarily HAVE to be based on Aladdin....though of course you know it would.... It would be a better fit than an off road rally in Frontierland....or Moana in Future World....
Moana is not in Future World though, it's in World Nature. Future World no longer exists.

EPCOT, atleast in my mind, is about the human connection. The front of the park is about how similar we are (Spaceship Earth - Communication, World Celebration - Every culture obviously has its own forms of celebration, World Nature - Every culture has its ties to nature and the land/water, World Discovery - Every culture has its own ways of looking towards the future and building more upon it)

then as you get to the park, you get a united sense of how we are different in ways (food, culture, etc) and yet all connected.

How?

What "importance" does it have either geopolitically, militarily, historically, or financially? What size or scale does it have that would warrant an IP Character specifically built around it/its culture?

Enough that it was added to the lineup at World Showcase.

If you’re truly interested in getting answers to your questions, you’ll find plenty of resources online or in libraries. Even the pavilion itself offers some useful information about the country’s rich history and culture.

An enhanced M&G for them akin to Enchanted Tales involving a lamp shop pre-show would probably be the best route to a more attraction-like addition to the pavilion if they had to stick to IP.
