edit: even if you make it twice as steep and cut the length of the ramp in half, the combined up and down plus landing space is still longer than the linear distance between TBA and the island.
edit2: not to mention the width of the tunnel to accommodate two way traffic going up and down.
If you had to do it, the best way to conserve space would be an elevator shaft and switch back stairs. But that's not looking pretty in the middle of frontier land.
Might as well keep the rafts.

Fun fact, the Otis Elevator Company was founded nearly 30 years before the Gunfight at the O.K. Corral. An elevator in Frontierland, excluding some specific required features at the access points, would not have to look like a sleek, contemporary elevator. Disney has a whole team of people who be able to make one not stand out. The easy thing would be to make it look like mining equipment.
Make it like Disneyland's and build their own Fowler's harbor somewhere alone the shortened route. You don’t have to make the elevator the only choice… And not to mention egress? That’s not something difficult to figure out and make work. It’s 0.2” clear width per person with a minimum 44” clear. Design it right and you wouldn’t need more than that minimum.Of course they aren't a very accessible design choice because the idea from the beginning is bad.
Forget about the theming, do we really want another Astro Orbiter bottleneck in the park? One on either side of this thing? Not to mention the requirements for emergency evac.

Universal "value engineered" EU (where's the 2nd Potter attraction, e.g.) and the new Kid Zone. Comcast is currently tight on cash on hand. The excitement for further additions to their 3 parks is in stark contrast to all the dead spots languishing without a replacement (Fear Factor, Sinbad, Poseidon) and their own outright failures (F&F). Which should be a sign that they're also "floundering" a bit.Given that Universal pushed forward to develop an entire new park in that same time period, Disney's flounderings with relatively miniscule projects and their outright failures (i.e. Galactic Starcruiser and Harmonious) seem even more ludicrous.
I feel like people would be if they did more with them! Figment and Orange Bird merch sells well because they keep it up. I’m telling ya, selling the Big Al plush from CBMJ would be the next Figment Popcorn bucket!
