speaking of, its hard to find pictures of the top. I have always wondered what the entry point to the top looks like. IS the round thing in the picture and flap next to it, the way someone gets to the top? Turn the hatch like in movies, and then pop the flap? BTW how awesome is this picture of early epcot? Got to love google.

Well, that was certainly a different era of safety protocols and regulations/

I assume it’s temporary so when they are programming the lighting from the ground they can see what’s going on up top
I think you've nailed it.

A major part of the new SSE light bright show is going to be what happens on the portions of building which are only viewable to passing airliners.

Zach the Ridley has said on instagram that he feels people flying by at 35000 feet should be able to feel as immersed in the action as much as those who can make physical contact with the flooring materials in the gift shop.

This appears to be a relatively cheap PTZ camera and isn't capable of an extreme degree of optical zoom. I'll say its temporary and for the testing of the beacons of light. I doubt it would be very useful to track guests.
There’s absolutely no way to tell that. Even an exterior 16mp surveillance camera is capable of zooming in to an impressive narrow field of view.

Where would it be being viewed from? It would be interesting for there to be a large monitor for public viewing of such a panoramic perspective of the surrounding area.

The round thing is one of the air ventilation units.
