Phase 1 official announcement for magic kingdom with start of construction for site work within 1 year. I’d expect phase 2 plans to also be announced:

Im sure this has already been discussed ... but is there a world where they bring over the Beauty and the Beast ride as an expansion to the BATB area in new fantasyland? or is that not possible?

I think that would be a challenge with the restaurant. You basically would have duplicate rooms / castles. I think expanding on Tangled is more likely than BATB.

I’m pretty sure Tokyo has an exclusivity clause on most of their unique attractions.

And I don’t think we’ve ever heard of it being the case for any Tokyo attraction in the past. BatB was being considered for Epcot while it was still being built in Tokyo.

The only exclusivity clauses we’ve heard involved the China parts and the government owning a substantial portion of those parks surely plays a big role in that.

To be fair, Cars Land duplicates the entirety of route 66 within the ride, which wasn't an issue then. I'm sure there's a way Disney could make it work
