Does anybody know if pervious pavement systems are considered "pavement" for water management purposes? If so, then perhaps they intend to replace standard concrete sidewalks with pervious concrete (or something similar) to the extent required to have a net drainage effect of zero?

Depends on the jurisdiction. If you can prove the pervious nature of a material it should not count against your ISR.

any photos of the machinery leveling the stuff up?
