You can't really count the movies as a source for a ride that came first.
Unless you wanna count that "attraction" at DHS...
The ride was reinvented to include the characters of the PotC movie franchise.
The PG-13 rating isn't a family deterrent. The entire Marvel Cinematic Universe is PG-13. Half of the Harry Potter franchise is PG-13. Whenever I went to see those movies, I saw families with kids young and old. The rating is mostly for the stylized action sequences and violence depicted in those films, which is apparently not an issue for theme park attractions since WWoHP is a success and Transformers (a very violent PG-13 film franchise) just opened their own attraction to rave reviews.
If Disney can build a breathtaking land that provides a visceral and enjoyable experience for all guests, then it really doesn't matter what the film was rated.
