No offense to Doctor Who fans (I used to love it; haven't watched since Capaldi's first season), but a DW ride wouldn't exactly be the best idea. Sure, the parkgoers could be the companions, but the Doctor changes every 3-4 years, which would require Disney to be ready to update it regularly. That's not a bad idea, but TDO doesn't exactly have the best track record on keeping Epcot's rides updated... (looking at you, Energy). If this was built in 2006 or 2007, we'd be looking at a ride that would still be starring Christopher Eccleston or David Tennant in 2017. Again, not a bad thing- Nine and Ten were my favorites- but it'd be time to update it... and Disney would probably not do that on it's own.

There are numerous choices of IPs centered around the UK. But there are only a few with cultural relevance to the area. I doubt the future of the WS is reliant on this unifying missive but what does 101 Dalmatians teach you about England or Mary Poppins, Peter Pan....

At least Brave, Sword and the Stone and Robin Hood have their roots in UK lore and history. That may be too much to ask at this point.

A Brave related ride would be great. I'm thinking a boat ride where Merida takes you on a journey through the Scottish highlands confronting different myths and legends. There's a lot more to Scotland than the Loch Ness Monster... They're quite a few scary myths also, so it would be good to for the ride take on a slightly tame version of this but then ending with Merida and family doing what us Scots do best. Throwing a great party :D I doubt this would ever be a thing though which is a shame.

I learned that the animals of England have a unique communication system called The Twilight Bark ;)

Pan's like Alice- starts in England, but the majority takes place in a fantasy country that might have only been a dream. Poppins is probably the most sensible of the fantasy-linked three you listed, but if it includes talking, dancing penguins, P.L. Travers will be haunting that attraction forever.
