Pretty much EVERY major discussion on the new concept art I've seen on a ton of gaming communities has pointed him out. He's been speculated to be one of the game's antagonists.

Plot supposedly involves older and lesser known DIsney characters revolting against Mickey out of jealousy of his fame. Though with some of the concept art being identified as the PHantom Blot, he's presumably the one manipulating them all.

I'm vexed that this game is still at least a year away. At least FFXIII will be here this spring. And I think it would be pretty cool if Oswald were a baddie (I see in him hiding behind the gate) - but I would love even more if Minnie were behind it all Lady-MacBeth-style.
