We desperately want to go to DLP but also don't want to go before a bulk of the work is done so I think a lot of people are holding off.
Just keep in mind DLP has been under some level of significant construction for the past 10 years. If you are waiting for Frozen and Disney Adventure World then I get you, but for anything else expect at least an E and potentially a D with some minor attractions closed in the coming years.

Do we know why this is the case? Is it just a lot of rides happening to hit their time at once? Deferred maintenance catching up? I would have assumed that they would have been trying to time everything to be open when Frozen is ready, but that doesn't necessarily seem to be the case?

Once Frozen is open they’ll presumably (hopefully) already be working on the Lion King.

By now Frozen is down to the actual theming, so clearing land for LK could be starting. I’d like to see that happen sooner than later.

There are many reasons which apply more to some rides than others. Deffered maintenance is one but that is in a much better place for most attractions than it has ever been except for the coasters, the park also has more requirements to keep the rides up to modern health and safety standards than the US parks so things like improved CCTV, fire detection and suppression, intrusion detection, asbestos removal etc. which makes up a lot of the multi-month refurbs, the attractions generally take more of a beating with the hot and cold versus the US, they also have pressure from cast member unions to improve working conditions where possible. Also there is a significant and continuing project to replace the floors and facades of literally everything across the park that hasn’t been done yet as well as increasing the amount of covered outside dining areas and queues.

Once Frozen is open I can see Rat and Crush being due for significant refurbishments then Flight Force may be the last of the major coasters to close for a retrack.

Since it is the best attraction of 2024.......
