It is common in theme parks to use a recorded safety spiel when common events occur. However, recorded spiels do not often grab the attention of guests the way a live person spiel does. So in many attractions, the operator is instructed to spiel live in addition to the recording.
Additionally, when the ride returns to motion, it is common for the operator to indicate the ride will return to motion immediately. However, I have never been on a ride with that announcement pre-recorded.
Finally, Spaceship Earth is a ride that does not have any physical restraints to keep guests in their seats. So it is more urgent that the mischievous guest be reminded frequently that they haven't been forgotten.
As far as a why the operator would talk over a recorded safety spiel, sometimes the recorded spiels play automatically at a given interval. So the operator may have started the spiel not knowing the recording would complete with them.
Or they could just lack a sense of showmanship. I've seen both.
